“Lobbyists . I believe it is the right and privilege of every citizen, without restriction, to confer with the members of the Legislature on any matter pending or that probably will be under consideration by the legislature or any committee thereof, freely and untrammeled save and except that hired attorneys or individuals or corporations who make a practice of lobbying members of the Legislature in the interests of their clientage should be required to take out a license or permit to do so, and this permit or license should be a matter of public record.” Message of Gov.
